DP Solutions developed and implemented the Defence Maritime Support Services Adapted Sea Release Assurance Framework to provide the Royal Australian Navy with structured, transparent and repeatable Seaworthiness Assurance for commercial offshore and inshore vessels.

DP Solution’s role was above the line, shaping governance, aligning policy and delivering an assurance model that integrated Australian Maritime Safety Authority regulation with Navy Seaworthiness obligations. The objective was clear. Deliver a fit for purpose, safe, environmentally compliant and Seaworthy capability across operational, technical and logistics domains.

The framework is now incorporated into Navy policy and operates as the governing model for commercial vessel assurance.

What Made This Project Unique

This project was not a standard policy update. It fundamentally reshaped how Navy assures commercial vessels by eliminating duplication and aligning civilian and military regulatory systems into a single coherent assurance pathway.
  • Avoided double assurance between AMSA and RAN certifications and standards
  • Adapted the Navy Sea Release Assurance Framework to a commercial operating environment
  • Delivered justifiable confidence for Senior Responsible Officers while reducing governance burden
  • Applied assurance at scale across both offshore and inshore fleets
  • Introduced a grouped asset model for 83 inshore vessels to align risk with resources
  • Embedded an omnibus Operating Support Intent philosophy instead of vessel by vessel assurance

Key Outcomes

The Adapted SRAF delivered a structured, repeatable and policy embedded approach to commercial vessel Seaworthiness assurance.

The framework now underpins Seaworthiness Assurance for the RAN’s commercial support fleet and provides a model for future regulatory alignment initiatives.
