about
the project

DP Solutions supported the procurement, design assurance, engineering oversight, delivery and acceptance of two 15 metre Landing Craft Light vessels for integration with the Pacific Support Vessel ADV Reliant.

The Landing Craft Light provides a critical ship to shore connector capability in support of Humanitarian Aid and Disaster Relief operations across Pacific Island nations. Designed to operate in infrastructure limited environments, the vessel can transport 4.5 tonnes of cargo, 36 personnel, or a standard 4WD from ship to shore.

The project required full lifecycle governance from concept development and Statement of Requirement creation through to Sea Release and operational acceptance.

What Made This Project Unique

This project represented a highly complex and tightly governed maritime procurement and the first application of a Complex Procurement under the Defence Maritime Assurance Program (DMAP) Panel using a Statement of Requirement model where the vessel was designed, built and tested to meet the need.

The project demonstrated how disciplined systems engineering and structured assurance processes can deliver a tailored maritime solution under complex operational and regulatory constraints.

  • Purpose designed and built vessel rather than adaptation of an off the shelf commercial craft
  • High redundancy propulsion configuration incorporating three diesel outboard engines
  • Compliance with both Australian Domestic Commercial Vessel standards via AMSA and Navy seaworthiness requirements
  • Bespoke integration into ADV Reliant including cradle systems, lifting frames, and shipboard interfaces
  • Replacement of an obsolete capability within compressed delivery timeframes
  • Direct Commonwealth representation across design reviews, assurance gates, and acceptance milestones

Key Issues and Challenges

The project required careful coordination across engineering, procurement, safety, and operational stakeholders to ensure capability delivery within strict regulatory, technical, and schedule constraints.

DP Solutions applied structured governance, disciplined systems engineering, and proactive risk management to address these challenges and maintain delivery momentum.

  • Replacement of an ageing Landing Craft Vehicle and Personnel capability
  • Maintaining operational effectiveness while incorporating redundancy and safety requirements
  • Meeting low flash point fuel carrying requirements onboard the parent vessel
  • Managing integration risks associated with shipboard interfaces and operational handling
  • Coordinating multiple stakeholders including Navy operators, the contracted vessel operator, and the builder
  • Delivering within defined cost and schedule constraints

Key Services Provided

DP Solutions delivered end to end lifecycle support across procurement, engineering, assurance, and transition.

DP Solutions represented the Commonwealth at key milestones and ensured full traceability from the Statement of Requirement through to acceptance and delivery.

What Our Clients Say

Client Feedback

quote

“The scope and team provided by DP Solutions were proactive in their seamless support, professional contracting, engineering, design and administrative services to meet every aspect of Navy’s tailored deliverables for this project and the assets integration into the parent vessel ADV Reliant. It is difficult to establish this type of consistency for delivery of complex integrated system, particularly with replacement of an obsolete asset limiting the scope for tailored integration and tight delivery timeline.

As the Director DMAP for this procurement, I would recommend this company to any user that requires consistent quality support and specialist advice that can work under tight timelines and deliver to meet user needs.”
