Commercial Vessels and Assets Procurement
DP Solutions supported the establishment of the Defence Maritime Assurance Program (DMAP) Panel in 2023 and managed its refresh through open tender in November 2024.
The purpose of the DMAP Panel was to create a scalable and timely procurement framework for commercial vessels and assets while meeting Commonwealth procurement, Defence seaworthiness, safety, and environmental obligations.
The DMAP Panel combined rapid acquisition pathways with structured assurance and certification processes required by Defence. It introduced a flexible procurement model capable of addressing varying levels of complexity and risk.
This structure enabled Defence to procure quickly where appropriate, while maintaining disciplined engineering governance where required to establish a viable Capability.
The Panel established three procurement pathways:
The central challenge was balancing urgency with assurance. Defence required accelerated acquisition of commercial vessels and assets, without compromising seaworthiness artefacts, documentation standards, and structured verification and validation.
The wider program also needed to support multiple concurrent procurements while maintaining consistency in governance, contracting, and engineering assurance.

The DMAP Panel has enabled timely procurement and delivery of vessels and assets for Navy, Army, ASA and ABF while maintaining compliance with Defence procurement and certification and wider assurance requirements.
Independent post-procurement audits by Navy Capability Division and an Independent Audit Branch confirmed the effectiveness of the procurement model. Delivered assets maintained delivery schedules and met allocated funding to achieved Capability outcomes.
